Performing tahajjud in the last 10 days of Ramadan with a second witr in jamaat & make a second qunoot also.

Question

My question is these masjid performing tahajjud in the last 10 days of Ramadan do perform a second witr with jamaat & make a second qunoot also. The second imam is not the same as in tarawee & the 1st witr, they interchange so as to avoid the same person to repeate witr. It appears to be good but wasn't that the general rule of "no two witr" applied to masjid administration also?
