Is it allowed to assure a car tous risques?

Aslm, trust you are fine alhamdulillah.
i had an accident. My car worth rs 675 000 got crashed and i I have assured it for rs300 000 tous risques.
I hit against the hand rails on the motorway due to torrential rain n bad road conditions..
I have contributed around rs 200 000 to that issurance company till now (for the past 15 years) n never claimed before.
I damaged government property for around 200 000 in that accident and issurance is compensating for that.

Insurance willing to give me 250 000 for total loss.
Q1. Is it allowed to assure a car tous risques?
Q2. Is it permissible to take the money from issurance ?
Q3. If tomorrow i buy a car worth 1.5 million, can i assure it tou risk for half the sum ?

R1. Insurance in itself is unlawful according to Shariat, as it leads to something resembling gambling. It will be lawful in case of necessity. In this case "tiers" will dispensate us from " tous risques" Therefore the latter does not seem lawful.

R2. You can take only the amount diposited by you.

R3. Declare something contrary to what it is in reality is analogue to giving false testimony which is obviously not permissible.
