1. It is more harmful than useful. So it is forbiden. The Ulama and Qaris should keep away from using these kind of devices because it will lead people to justify watching T.V.

2. Quraan Kareem should be recited in due respect and in an appropriate manner. Reading it on T.V is not an appropriate way. Because it is a device which is mainly used for illicit programs. Quraan kareem should be kept far away from this kind of device.
