Performing 'Umrah from Tan'im

In principle, an inhabitant of Makkah must go outside the Haram to enter in the state of Ihraam to perform 'Umrah. Since Tan'im is located outside the Haram, an inhabitant of Makkah can go there to enter in the state of Ihraam to perform 'Umrah. The Masjid 'Aisha is located in Tan'im. That is why the inhabitants of Makkah go there to enter in the state of Ihraam of 'Umrah.

This also applies to a foreigner who enters Makkah and wants to perform another 'Umrah. Thus, he can do the same as the people of Makkah. That is, he can go to Tan'im to enter in the state of Ihraam in the Masjid 'Aisha to complete his 'Umrah. It is not necessary to absolutely go to Ji'raanah or outside the Meeqaat.
