Assalaamou'alaikoum.. Does the muqtatis have to fill the right side of the saff first then left side or they have to balance the saff before the imaam start the prayer?

Wa alaikumus salaam warahmatullahi wabarakaatuh.... The correct procedure is to balance the saff from the very beginning of the salaat. Balancing the saff means that the Imaam should be in the middle of the saff in front of them, and the second saff will start right at the back of the Imam just as the first saff.
