Zakaat for building wells

Wa alaikumus salaam warahmatullahi wabarakaatuh. Zakaat should be given in such a way that it becomes the soul and private property of the entitled beneficiary. As far as building of wells is concerned it does not become the property of anybody or even the poor, because it will not become something that will be given into inheritance of the poor. It remains as a waqf which can be used by everyone. Even the donors and the rich will have the right to use it as beneficiaries. So zakaat should not be given in such venues.
