(Mother had been retaining the jewelry for some hard time) but now she wishes to give it to her two daughters . Will it be permissible? Will the mother be sinful in any way?

Answer

Walaikum salaam wa rahmatullah

A mother, during her lifetime, can give away her wealth to whosoever she wants at her own free will. However, it's highly recommended that she distributes it equally in order to keep everyone happy. There are many ahaadith of Rasulullah sallallahu alaihi wasallam which show the importance of distributing one's wealth equally among the children.

Therefore, in your case, your mother can distribute her jewelleries as she wishes. It will be adequate that she calls everyone and explains the reason why she's giving to the 2 daughters only. Inshallah she won't be sinful in doing so.

Note also that when giving the jewelleries, the daughters must get possession of the jewelleries (in their hands) as well. By merely saying it will not make them owners.

And Allah knows best
