Giving Fatwa without competence

It is Haraam for a person, who has not been professionally trained by the professionals in Deen, to do Tafseer or give Fatwa. If a person knows English, French, Urdu or Arabic, this does not allow him to take a book of Tafseer or a book of Fatwa to educate people if he is not trained in this field. In each field, there is something called "competence". A person, who is not trained, is not competent. So, doing a work without competence is called "deceiving". Therefore, a person, who gives Fatwa or teaches Tafseer without competence, deceives the public. We should not learn Tafseer or take Fatwa from one who has not been trained for this purpose. Otherwise, the person will be responsible by Allah Ta’ala for not choosing the right people to learn from. In a Hadith, Rasulullah (Sallallaahu Alaihi Wasallam) said:

"When the work of Deen is entrusted to those who are incompetent, then, you should await Qiyaamah." This shows that teaching Tafseer or giving Fatwa without being trained is a sign of Qiyaamah.
